PRIVATE PLEASURE CRAFT

Fourth Quarter 2000/First Quarter 2001


Now that many of the Boat Shows are in full swing and some have already come and gone, most boaters are turning their thoughts to the pleasures of boating over the warm summer months.

Of particular concern for boaters and underwriters alike has been and continues to be the water levels in the Great Lakes and inland waters of central and Eastern Canada.

Environment Canada has recently stated that the average water levels of the Great Lakes continued to fall into the autumn and are expected to continue to decline throughout the late fall and into the winter. For example, Lake Superior is approximately 34cm below its long-term average. Lakes Michigan and Huron were 47cm below their long-term average. Lakes St. Clair, Erie and Ontario are also much below their long-term average with Lake Ontario down 25cm. The St. Lawrence River, in the Montreal region is also considerably below normal.

Boaters in all regions of the Great Lakes basin should exercise considerable caution when navigating in the spring, not only in areas of which they are unfamiliar but also in areas which are familiar.

Grounding is a real possibility without extreme caution.

SOME OTHER NEWS

On September 1st, 2000 Industry Canada announced that the Canadian Power and Sail Squadrons have been delegated authority to issue Restricted Operator Certificates to pleasure craft operators. CPS will administer all aspects of the examination program to ensure that radio operators have successfully demonstrated knowledge of marine radio communication procedures.
